Job Description Summary
The Vice President of Hospice Education and Compliance is responsible for regulatory compliance for all issues involving licensure and certification for our client’s locations.  The position ensures that all the practices of the company meet federal, state and local laws, company policy and procedure and standards of professional practice.  Additionally, the position ensures qualify and safe delivery of hospice services by developing, implementing and evaluating both proactive and reactive Regulatory Performance Improvement and Education Programs and activities.
Essential Job Functions/Responsibilities
  1. Complies with accepted ethical conduct and professional standards of nursing practice as set forth by the American Nursing Association.
  2. Plans overall regulatory and education activities for the company.
  3. Directs corporate compliance program.
  4. Acts as the Privacy Officer.
  5. Develops/maintains company operational policies and procedures.
  6. Directs implementation of performance improvement and education measures that reflect elements essential to rendering high quality care.
  7. Participates in the review, analysis, and appraisal of the effectiveness of various clinical programs and produces.
  8. Provides oversight of corporate regulatory issues including appropriateness of admissions, the ADR process and BIU requests.
  9. Provides for regulatory compliance for the company including survey readiness, ongoing compliance issues, follow-up of surveys, intervention in troubled offices and dissemination of regulatory information.
  10. Coordinates conditional level survey follow-up with CEO.
  11. Collaborates with outside legal counsel on nursing practice issues, clinical-legal issues and regularity compliance issues as needed.
  12. Reviews new regulations and updates and distributes information as appropriate to offices, divisional personnel, etc.
  13. Ensures the performance improvements activities of the company are carried out.
  14. Works with CEO to address clinical areas of concern.
  15. Consults with branch management and staff, individually or in a group, regarding regulatory issues.
  16. Encourages company practice of using data and research process by:
    1. Promoting a scientific approach to problem solving
    2. Using study and research methods to improve client care
  17. Participates in state and local organizations, meetings, seminars, workshops and activities relating to the health profession and health care services, when appropriate.

Position Qualifications
  1.  Must be a full time employee and reside within the geographic service area of the agency.
  2. A Registered Nurse with a Baccalaureate or higher degree, MSN,  MBA and a minimum of five (5) years of experience in home health/hospice.  Previous operational and management experience at a senior corporate level is required.
  3. Experience in developing, implementing and evaluating quality assurance and education programs and activities in home care/hospice settings required.
  4. Experience in accreditation activities in home care /hospice settings.
  5. Previous experience working with home care/hospice regulatory, licensing, and certification issues in a multi-office, multi-state environment required.
  6. Previous supervisory experience of other working and residing in other states is preferred.
  7. Demonstrates an ability to function in an autonomous role with minimal supervision.
  8. Excellent organizational, interpersonal, telephone, written and communication skills.
  9. Must possess the disposition and personality to work harmoniously with a wide variety of people and all levels of staff, and interact professionally as a member of a multi-disciplinary team.
  10. Ability to work flexible hours as required meeting identified company needs.
  11. Travel Required.
  12. Ability to adapt to changing organization needs.
  13. Speaks, writes, reads and comprehends English.
 Continuing Education Requirements:  
Organization personnel are expected to participate in appropriate continuing education as may be   requested and/or required by their immediate supervisor.  This position requires a minimum of 8   education hours.  In addition, organization personnel   are expected to accept personal responsibility for other educational activities to enhance job related skills and abilities.  All personnel must attend mandatory educational programs.
